In dwarf land maybe, but in America the physcial fitness and strength and agility test would be daunting, because they have to complete the same course as normal sized adults. They just can not compete

There might be requirements for "beat" work, but I bet desk work, detective work, etc., can be fine for a vertically challenged person. They would be great for handling children who have to be taken care of while something is going on, and their potential lack of being threatening might help get the truth out of children & others.
