Do poor people live in tents where you're from?

I live in a rural area, not the kind of place that you would normally find homeless people camping out. There was one a while back that did pitch a tent although it's questionable if he ever actually lived in it. The story goes something that this person got out of jail and gave the local law a vacant lot as the address where he would be staying. The law makes multiple trips down here to check on the person but never can catch him at "home". They suspected he was staying with someone he wasn't supposed to be staying with but couldn't prove it. Eventually they located him about 10 or 15 miles away in another community.
