No....having a license doesn't guarantee a thing....just look at all the idiots driving....or all the medical malpractice for that matter.

Should people learn some skills before raising children, of course they should....but government sanction has is no guarantee of success.

No guarantees there. But parenting classes should be free and included with each birth certificate.
