Could power armor be considered a vehicle?

Saw something on YouTube that made me think.

I know it depends on the power armor itself, and yes I'm considering the iron man suit, because in my knowledge, it seems to fit similar characteristics of other power armors.

I know it doesn't sound right calling a power armor suit a vehicle, but there are as many variations of the suits as there are bugs in 76.
