Why has the wrong member been suspended after I reported something?

I reported that XXXXXXXXXXXXXXXX may be at risk of committing suicide, but the important thing is that the one encouraging him is ????????. Despite his denial to my sister, ???????? obviously does support suicide or else he wouldn't have said that. Remember, the offender here is ????????, but they haven't suspended him, they've suspended XXXXXXXXXXXXXXXX instead. Apart from the fact that that isn't the Manchester way, it could make XXXXXXXXXXXXXXXX worse despite my effort to do something about it. Don't you think ???????? should have been suspended instead?
