Who is more of a threat.

Just getting some perspective here but isn't the chef who doesn't wash his hands or the guy with the flu who goes to the office of on a plane more of a threat than someone who touches someone's butt in during a photo opp?

@SweetDreamsRubi you know what I mean. All are lapses in personal responsibility that can affect others yet some are not criminalized. You can drive a hundred miles an hour down a deserted highway and still loose your license.
