No. I will give them a hot meal, and umbrella, a blanket, a bottle of ice water...but not money

I ask them if they want food since their sign says they are hungry.. If they say no then I keep walking

Nope, not even the stare. Have a bad experience with giving one money. I think giving something like food is a better idea.
