Why is anarchy considered a state of disorder, due to individuals being self governed?

When the law is what you say it is, and every person has their own law for himself, what will rule is brute force, not reason. It would've been fine if our rights don't overlap, but in a limited territory, people will always clash and it would lead to disorder and unrest.
