who decides if I have too much ?? I believe that if you want to give to charity, then you should. there should be no forced charity. if I am too lazy to work, or refuse to work, then should you be forced to help me??

I often give the excess. I just waste any more than what I need.
Charities are often a rip though. I personally help people.
