Does English matter when asking a question here?

English is the most commonly used language on here so yes, it does matter

But grammar? Not as much

If you mean grammar and spelling, no, at least it shouldn't. If it's understandable, it's fine.

Those who swoop in to hassle the poster about spelling and typos, etc, (from anybody but especially those for whom English is not their first language) should be required to rattle off a couple of paragraphs in the POSTER's first language and subjected to a perfection review.

Once it’s comprehensible, that’s all that matters. English is not presumed( by most) to be everyone’s mother tongue, if that’s what you mean.

I am not a native speaker, and I have never (so far) been criticised because of my grammar errors. So — don't worry, people are really nice on here.
