Rude is being disrespectful of the other person. Outspoken is speaking up for yourself.

One can be outspoken and still care about how they deliver their message and whether or not their words are hurtful. Those who are rude don't care who they hurt with their words... in fact, they often feel a sense of pride and entitlement when they speak in a demeaning way.

Outspoken is speaking, or spoken, freely, openly, or boldly; vocal while rude is bad-mannered. So basically if the intention is to hurt in some way, it's rude.
Guess it comes down to how and what is said.

Rude is having no filter when are outspoken. Plus, a rude's person body language is recognized immediately. Outspoken can get off the hook with no prob if what they're saying is right.

Rude is sloppy, vindictive, mean spirited and low, outspoken comes from conviction and what a person values.

I find myself to be outspoken.
I speak up when I find something wrong like racism, discrimination, any sort of abuse. I’d rather be seen as a loud mouth than a woman who stayed quiet when someone needed to speak up
