I do give to Salvation Army bell ringers but I consider that giving to a good cause rather than pan handler.

No. People who do have to realize they are paying for drugs. There is absolutely no need to panhandle in the USA. Anyone can get three meals a day free. No excuse. They do it because they want money for dope. I especially hate it when they involve dogs.(i give them dog food) Give them food a see the disappointed look on their face. Or follow one some day. You will be amazed.
