When someone emails Hi and nothing more, what is it they want? Acknowedgment they exist? That someone hears them? What? (If the second message is 'are you barefoot' or 'are you alone,' never mind, I know what they want.
They're trying to intrigue you enough that it baits you into replying so that they can spam you as many pervy messages as possible without the site prohibiting them. :D Or maybe I'm a cynic.
@Mamapolo2016 On Kik every once in awhile some user with a name like Tiffany6743 will send me a 'Hi' message. Once you respond back to it, and it doesn't matter how long you wait, or what you respond with, you get this "I'm a horny slut and like to show it off! Click on this link to see me!" or similar, and a sketchy link. Perv bot.
I find they are either shy, don;t know what to say or are looking to be entertained. I tend to give them a chance if I have little else I care to be doing.

It means they aren't good conversationalists. Don't waste your time. It won't get any better.
I get so many of these and find them really confusing! If you're going to the effort of PMing someone, why not put a teeny-tiny bit of effort into the actual message?! I always respond with 'hi' back, nothing more, nothing less than what they gave me. It normally ends there. xD
Maybe they just were being friendly. You can always just say hi back. Or you can imagine all sorts of bad intentions. I, for one, cannot discern much from a "hi".
