Do you think it is appropriate...?

...for students to have a tv show or movie playing on their phone while working individually in class if they are working productively and are not distracted nor distracting?

No, not in class nor not at work. A students job and focus should be learning not entertainment.

This is not an age thing either but a moral thing. It's the right thing to do to have your focus on the job at hand.

oooy, i still think that policy exists.. no distractions.

hum.... i'd put those devices up their butts until further notice and if they don't want to text message using their teeth they better turn it off and only emergencies!

Are you doing this or a classmate, but to answer your question it's like music as long as it doesn't distract other it should be fine.

Rules should be followed but if they are not distracting anyone then it shouldn't be a big problem.
