@BrookeB123: It depends. That is usually defined in the house laws; some houses like the Windsors in recent times have adopted a system where a non-royal can simply marry into royalty. In the times before constitutional monarchy, few would dare object if a king decided to suddenly make someone a princess, either, though of course the Disney style search for someone to make into a princess doesn't seem likely. Of course, not specified in question, so anything goes!
