Why Didnt Bill Clinton do Something about The Terrorists Back than in The 1990s to Prevent from 9/11 Happeing

Terrorism isn't attributable to any president. It's diffuse, concealed, inconsistent and largely arbitrary in its message and employment of methodology.

Clinton had terrorism issues to deal with. So did George H. Bush. So did GWB. SO did Obama. Each had strategies that may well have affected the US path of response, not no one person is charged with keeping the country and world safe. Assigning blame to one man is like being angry Obama didn't stop convenience store robberies.
