Should our country have a plan? regarding the next pandemic and other future ones?

In Ca. USA we are very much utilizing the same precautions, just able to go outside away from others. Many restaurants still are only doing take out. I was a sanitizer freak before the pandemic so already a habit.

I think we do need to plan for the future, it needs to be as intrusive and complied with regardless of the complaints of people who mostly complain regardless. The more intrusive the sooner we can go back to normal living with much less fatality or just miserable sickness.
