Out of these, which should the government focus on first?

Peace, Freedom & Justice (Law) are like a 3-legged stool, if you remove one of the legs the stool will fall, yet all revolutions have been based on one of those and many times at the expense of the other two. The best defense, in my opinion, would be to walk softly and carry a big stick, not stir up crap in never-ending series of conflicts.

Depends on which government you are talking about and what is the current scenario of the economy of the country.

Well none of those, frankly. First focus should be on economics, then on averting climate change.
