Why is it so hard for the jackasses in DC to make CV 19 legislation about CV 19 only?

The Kennedy Center received 25 million in the cronavirus package and says it wont pay it's musicians. Saw someone arguing on here that it was good the Center received money so they could pay their employees. Sometimes I wonder how they got to the age they are with that kind of stupidity!
