The El Paso situation is horrible and tragic, but I don't see any benefit for El Paso that would be gained by a Trump appearance. I'm afraid he would stand in front of the crime scene and talk about himself. Again.
Let O'Rourke compose himself and handle his own state. I'd like to see how he handles a National crisis. Sink or swim time.
He has to go , both out of duty and to avoid being called a coward. But we've seen this movie before ; he's going to sit at the head of a table of police/first responders and shower them with insincere praise , allowing himself to bask in the reflected glory of their bravery. Then he will be seen shuttling around hospital corridors in apparent meaningful discussion with doctors and nurses , but his clumsy bedside manner will be hidden from view and those chosen to receive his visit will be unable to speak about it afterwards. Another empty gesture to add to the absolute charade that is his Presidency.
He should stay away. He has been asked to and should oblige. To tell you the truth, nobody not directly involved with relief efforts should stay away. In Orlando, all we wanted was a few days of quiet to mourn as acommunity before all the chaos flooded in.

He probably should as the president...but, I think, whatever he does it won't be popular.
