I'm not sure what you mean by "fully benefit" but I think it did benefit not just black people but the entire country as well.

Not sure. At the time, yeah, I'd probably go with that if you considered just the Act by itself without the expansion of the welfare state. But now? No. I think it's done more harm than good and is now holding people back.

Absolutely. It clarified the end of Jim Crow ([b]legal[/b] segregation laws).

I would suggest you go to Black countries and see how they treat white people, give them 150 years, then MAYBE, they’ll have something like the ‘64 Act
