Structure and boundaries.
Kids hate drifting into uncertainty. It's fun when there's something you want to watch on tv for half an hour. But otherwise they like to know what they'll be doing and when.
Based on my Mom experience -- the best answer I have seen here (with the possible exception of my own 😀)

[c=#BF0000]Tell them you will send them to foster homes were there new parents will not love them and their new parents basically get paid to rape and beat you. I mean that got me to behave.[/c]
How old of kids are you talking about? I am assuming grade school age kids. They need structure and rules and consequences (every single time). And the consequence I use and recommend for fighting is spanking -- as a result, though we have five kids, fighting is not really much of a problem. In addition they need things to do --but on the other hand -- it is not your job to be the entertainer.
