A child is not a dog. And you can and must teach children with show them a good exemple by yourself and with talking to them.
When we visit a bigger city my daughter know that the traffic is dangerous and when are to many people around she walk on my hand. I will never be so lazy to not offer my hand to my child.
Such pics make me angry its embarrased for the parents and for the childs. My english is not good enough to explain all what i think and feel about that so just grrrrrrrrrrrrr

"Special needs" maybe, and then only if the child's condition genuinely merits it. Otherwise it is degrading and not the way to teach a child, safety.
