Why is there so many people that believe the National Guard isn't the military?

I get that it started out as militia, but it hasn't been like that since the Civil War.

My understanding is it’s a military force at the disposal of the state government, but ultimately under the command of the federal military and government

It would seem to me that their roles is the exact same as the reserves
Here in Canada we have the regular force and reserve force (informally called the militia) but it’s all part of the same organization @Rickg
