When is it appropriate for another nation to use military force in another nation's affairs?

Is it appropriate at all?
Should a nation only be concerned with defending it's own borders?

IMHO, it's a fine line.. The US pretty much ignored Germany's advancement upon Europe in the 1930's, only to have Japan disobey German authority and attack the US before Germany had Europe under it's control..if Japan had waited like Germany had planned, the combined forces of Germany and Japan probably would have defeated the US, or at least invaded the homeland.. things might have been a lot different if Japan hadn't been so arrogant.. that being said, where do you draw the line? If aggression is ignored, and allowed to gain momentum, instead of "nipping it in the bud", who's to say what might result... no one really knows for sure...all we can do is guess and speculate..

@booboo
Japan disobey German authority
what? what authority do you imagine Germany had over Imperial Japan?

@firefall they were allies...so they were in agreement, yet Japan jumped the gun...perhaps "authority" was not the proper word..sorry

Italy has a Ministry of Defence not of attack. It's against our constitution to attack. ( orobably imposed by the allied nations pst WW2).

So, ONG' ships that go to Libya and keep bringing here and DEMANDING we take the migrants are attacking our sovereignty.

@SW-User America also has a Department of Defense, which doesnt seem to have slowed their aggression one iota

To stop a genocide within the other country, is the only valid reason I can think of, if you're talking just internal affairs. If you're casting broader, then to protect a third state from aggression would also be valid.

are you not asking how two ethnicities, discover and share what food they have? Seems for far too long, it's how many appreciate what gives them life?
it doesn't solve deep seated issues
