The pandemic response in the Netherlands is lead by an Outbreak Management Team.

Which begs the question how long you can keep calling it an outbreak. At some point you have to acknowledge those lions live here now, right? 馃

OK.. An outbreak management team swings into action when Covid is NOT right through the community. So in a place like America or India its pointless. The idea is to locate cases, identify who they met and where they have been QUICKLY and get ahead of the virus by quarantining and testing just those people likely to have been exposed, saving a massive prolonged lockdown. It takes a lot to organise. But it works.
