Do you explicitly ask someone "you want to be my friend?" for making friends or do you just let time tell?

Let time tell. I feel like an 8 yr old if I ask to be friends. Usually, you can just tell when you click with someone and they want to keep in contact. Then over time, you see if it gets better. Never good to rush it.
