Yes and no. An electric car is cheaper to run over its operational lifetime, all else being equal. But the high up-front cost can still be troublesome for people living in poverty, and most renters still don't have charging ports available, even here in the states. I'd struggle to call them a 'luxury' since the advantages they provide have nothing to do with the actual user experience, but being able to own and use one is certainly a signifier of privilege.
