Why, every day for the past fortnight has the BBC Parliament tv channel in England had nothing but the Jock, Welsh, and Ulster Parliaments on?

The English parliament isn't sitting.

Probably because the UK parliament was not sitting and England doesn't have one. We did have the Tory party conference though- and that was comedy enough for anybody, listening to Boris's lies.
