Umm kissing out of the blue is effectively sexual abuse/harassment and repeating it is rape.

Kissing in the right context depends. If it's a total random person then it's abuse/harassment still.

It's like this; either both know they want to kiss, and it's a redundant question, or the timing/attraction/whatever isn't right. Every time a guy has ever asked to kiss me, it was awkward af.

I’ve kissed girls that I just met like at parties before without asking, but there was always some kind of build up leading to a feeling of mutually wanting that. Just walking up to some random girl and immediately kissing her without asking would be creepy.
