Should the world keep propping up Africa?

I don't get how a continent with no food, water, industry, or stable political systems can have a fertility rate two to three times that of the rest of the world? The churches are sending over those rice meals like crazy to keep them alive, medicine is going over to prevent horrible outbreaks, but in the end they are doomed if they don't cut their population. It doesn't make any sense! It's horrible to say it but I think we're doing more harm than good. Let nature take it's course.
