Is balance more of a mind-muscle connection thing, or is it just the strength of stabilizer muscles?

It may be both. I'm not sure, I'm no Neurologist. I have balance issues due to a stroke so it definitely has something to do with the brain, but that may not be the entire story. I also know that the great toe has something to do with it as well.
