I Have a Question

Is there any ways to get my neighbor to shut up once in a while? my neighbor across from me talks too much. she will talk to anything that moves, literally and people are constantly knocking on her door 100 times a day. not to mention she gets a lot of packages from the post office too. with all that traffic it kind of makes me wonder if shes buying and selling drugs except i cant prove it. she talks really loud and i cant ever enjoy my apt, i cant ever do homework at home cause of her either. cant read, nothing, fans and earplug dont work with her around, shes that loud. she never goes nowhere either so its not like id get a break from her. and yes, she can walk. when i get my mail i cant even sit down for 5 minutes to look at it before her mouth wags again. any suggestions before she totally drives me bonkers? i thought of going to management but im afraid it would get worse if she finds out i went and then she might do it even more on purpose.
