I Have a Question

Is there anything I can do about construction work going on outside my window? theres times i wish i could lose my hearing, they wake me up as soon as the sun comes up and lately theyve been there till midnight. the other night i heard their trucks with the loud beeping going on for hrs at a time, Im in school and need my sleep. they have permits to do whatever they want no matter how inconsiderate they are, i have to go to the college to do homework cause i cant do it at home cause of all the racket. I do run fans and wear earplugs but i still hear it. any suggestions before it drives me nuts,im headed there
