My own experience of Italy, where I spend some time every summer, is that children are usually well-behaved in public. And Italian mothers can be terrifying! I'm sure many of them have a heavy hand, or hairbrush, and use it.

@LeeTheLifeCoach: TY, I had never heard of it --hope to see more of it. I suppose the economics will drive it --there is a need and demand ( the rest of us will be paying an Unspanked Generation surtax hidden in our costs)

it's a pretty good one too -- attracts me. If it is actually enforced it will change behavior
