How do you deal with someone who only talks to you when it is too late to change anything?

For example: after you leave at the end of a day together and they message to say, "I wanted to talk, I wish you had stayed" but hadn't said either of those things as you said goodbye and left.

Or after going out to get food and you are finished ordering they say, "I wish we went to this place" And you are frustrated because you asked them what they wanted first.

Or you ask them what they want to do and they say, "whatever it doesn't matter". So you pick something then they just act moody instead of saying they don't want to do that and would rather do something else.

Passive aggressive behavior is not something that I would tolerate, so I would look to move on from someone like that. I do not pay games in relationships, since it's too tiresome, and that's exactly what is occurring. The moodiness with respect to decisions made when they offered no alternative is designed to make you feel bad about not responding to them, and is not indecisive, but manipulating. You should not have to deal with that kind of attitude, so they either communicate in a direct manner, or I'd be looking for an exit strategy because it will only get worse over time.
I appreciate the advice. Any strategies to attempt to encourage direct communication?

I would be upfront. So, if you ask what they want to do and they say "whatever;" I would reply with "That's not an answer. You need to pick what you want us to do." Just refocus away from the passive behavior, and tell them that the passive stance is not acceptable because you both end up frustrated because of the lack of communication.

That would really annoy me actually.
And every time they had a regret, I'd tell them exactly why we are in the position we are in, aka whatever we might be doing currently etc.
