Is there a difference between privacy and secrecy??

privacy refers to something that is no one else's business. Secrecy covers privacy but it can also include things that do concern others but are kept from them. The amount of money I have in the bank is none of you business and I use privacy and secrecy to keep you from finding out. Hillary Clinton conspiring to keep her health out of the voter's eyes is secrecy because those who would vote for the president aught to know if their candidate is healthy enough to serve.

Secrecy is hiding something, privacy is selectively only sharing some aspects of your life I guess

Yes. Privacy has a positive connotation, as if it is a right or something. Secrecy, on the other hand, has a negative connotation, as if it's sneaky and sleazy behavior.

Yes... privacy are secrets you have a right to... such as your personal finances. Secrecy is keeping information confidential - without judging whether others have a right to that info or not.
