I'm confused

There's this one person at Starbucks that's a man that dresses like a woman and he's there EVERY SINGLE TIME that I've been there. I go there once or maybe twice a week. When I come in he's like 👀👀👀👀 and I usually just like give a slight smile of acknowledgment and then just look at my phone or whatever is around BUT

He always follows me around the place so wherever I sit down he sits in a position where he can watch me, which I don't really mind, but it's the fact that he moves from his original spot which is like across the place& it's only once I've come in and sat

Today I went there 30 min before work and got a coffee and sat down with it and he got up and STARED ME DOWN while pacing by me 3 different times, looking into my eyes as he passed by, and I had no idea how to react.

Idk what this means should I say something? He's here all day every day I think he has a mental disorder like ...idk schizophrenia or something, I just don't know what he wants or maybe he's really lonely...it's kind of sad. What should I do...?

UPDATE: I sat with him a couple days ago and we talked! He's normal, just lonely
