Rats at workplace

So a guard at this place I work texted the boss man about people leaving trash at work. Sometimes but mostly throw mine in dumpster,is no trash can I have suggested one. He was mostly referring to another guy. He is o.k. really. So the rat has a d.u.i. with property damage and some other things I don't think he would care to be known. Should the rat get ratted on or politely reminded he is an ass. He is not really a nice person.
