Why go through the hassle of having to source it; grow it; pay folk to look after it; secure it; make it competitive price etc etc.
When you know folk can source it illegally; you as a government can catch the dealers; fine them; take their stash; knowing full well they can be back doing it in no time just waiting for you to catch them again.?
We've been trying to eradicate Cancer for nearly 100 years. Thrown millions at it. So where's the cure ?

And in the States. ALL THOSE PEOPLE desperate for healthcare for their children and their old folks. And all they ever seem to come up with is yet ANOTHER insurance company, to take their money then tell them their policies don't cover what they need treatment for when they come to claim!!
