European countries tend to want their immigrants to entirely merge with the dominant culture. If they dont give up their culture, they get excluded from jobs, society etc--making them feel even more like outsiders. This has led to a lot of ethnic/cultural strife in Europe. So to the extent that refugees are willing to give up their culture to join the German one, then yes. If not, then no.
