Why do people use quote marks to state silly terms other people use, when they have never used that term, and then mock the use of the term?

I see it all the time. Whether they are complaining about a person, an idea, they will come up with some silly couple of words that sound silly, that their opponent never said, yet put it in quote marks and then mock the words.

@ImAFreeSpirit: having a problem with a single, slight spelling mistake in a wall of text is pedantic, having a problem with an entire statement being a strawman is not pedantic. That would negate the need for the word strawman.
