Probably not a good idea as they will most likely be intending to do the same things we would have wanted to do until we discovered the consequences of those actions.

Maybe a little of both. If you give permission it does show you trust them. If they really want to have sex they are going to do it.

@Shutterbug: Here in Denmark the legal age is 15 and from what I understand when listening to the girls talking at the riding club it also is the common age for the sexual debut. Most parents speak very openly with their children about sex and it is not at all unusual that teen bf/gfs - with full acceptance of the parents - sleep together. What most parents demand is the use of condoms in order to avoid not only pregnancy but also venereal diseases.
Personally I think that the sexual freedom has gone too far and that so young people having sex is only a consequence of parents and also the school eagerly showing how anti-authoritarian, open-minded and liberal they are and by that encouraging their children to have sex before they emotionally are ready for it. But this is only my opinion and I never had children so perhaps I just am stock in the norms and values I grew up with.
