Similar phenomenon to a public toilet. It takes organization, commitment and ownership to keep a place functional, and just a handful of louts to set the bar so low that the only people left are garbage
I think that's mostly true. The exceptions are places that are heavily moderated, like certain subreddits, some news media comment areas, etc, where the rules are strict about what kinds of comments are allowed and people strictly enforce them.

People who behave in that manner, do so because they're miserable, and like the old saying goes, misery loves company. Don't engage, refuse to be their company, and they will crawl back into the cave from which they emerged.

I'm thinking there came a time when people started to think it was cool to just let their children "grow up" rather than actually raise them. Problem: they never grew up, nor do their children in turn, and so on. No manners. The selfish brats behave like selfish brats online too.
