Could Russia run on an economy producing illegal drugs?

Serious question, if their oil revenue stops and Putin turns the state industry into an illegal drugs hub, could that work? I imagine profits would not be a problem, and it's not like there is much of a reputation left to upkeep. A state run drugs cartel...
