Shop lifter gets attacked..

A recent viral video of a shoplifter getting confronted n tackled in California is getting reviews like guys should not have thrashed him..is it correct ?also believe a law has come into place wherein police don't register a case if the value of goods stollen is less than 950$ this is Absurd to say the least..what say people..?
