I prefer the look of the under but with the dispenser I have putting it over allows for one hand operation. Kind of good if you are trying to keep your kilt out of the toilet at the same time as you are trying to wipe.

Over. When I was a kid, some toilet paper actually had a floral pattern. It was designed to hang over so you could see the pattern.
