That seems reasonable. The state has done an amazing job of lowering cancer, COPD, asthma, and other death and illness rates related to emissions, smog, and overall pollution. The carcinogens in diesel fuel attack a certain segment of the population far greater than others. Anything to lower the overall death and illness rates is a good idea.
