What sense does it make to not finish the wall that's been completely paid for?

The money they plan to spend on IRS agents could be used to finish the wall and add more border agents. Same with the billions sent to Ukraine that end up in the pockets of corruptocrats.

The REAL downside is that this administration will not allow the paid for materials to be used, and they have violated the contract they had with the wall builders, and THAT is why the American taxpayer is paying 3 million dollars a DAY for the wall builders to guard the materials and make sure they are not stolen.

The disparity in wealth between Mexico is a problem that has been in existence since the inception of the United States. The only solution is to raise the quality of living of the people of Mexico through investment and employment so that it is high enough that going to the United States is less appealing. They have a beautiful country culture and delicious food.. all they need is an economy to enjoy the good life.

Paid to whom, by whom? If the money has gone to construction companies then they should either fulfil the contract or return the money to the government. If the money was paid from one government department to another then it hasn't paid for the wall and it can be used for some other purpose or indeed for building more wall.

So what does it mean to say it has been paid for? And surely if it has already been paid for it is simply a matter of private companies fulfilling their contracts which doesn't seem to have much to do with the government.

I'm not arguing for or against the wall, just trying to understand where the money actually is.
