Yup, and it's why badly needed but pricey legislation is rarely passed. people like McConnell and his ilk lack the ability to see beyond their own tenure. They'll accomplish every nefarious piece of shadow legislation they can. Whatever fallout occurs as a result of their actions or inactions are for the future to pay.

And so things get progressively more expensive and progressively more complicated and progressively more dire until the unlucky administration that loses this game of musical chairs has to own generations of inaction and the consequences.
